RCAP operates as a national service delivery network of six regional partners and a national office in Washington, D.C. Every year, more than 200 RCAP specialists provide technical assistance, training, management and leveraging of financial resources to more than 2,000 small rural communities in all 50 states, Puerto Rico, and the U.S. Virgin Islands.

The RCAP national office engages in applied research, policy development, public education, and advocacy on rural issues, especially with respect to community infrastructure. The national office also supports the work of the network by obtaining financial support, sharing knowledge and best practices across the network, and by promoting dialogue on the changes that will enable rural communities to promote public health, protect the environment, and create wealth. It does this by representing the partnership in rural associations, networks, regulatory committees and coalitions.

RCAP, and its partners, invite rural practitioners, policy makers, community members, academics, and financial supporters to capitalize on RCAP's 30 years of experience by exploring its web site for resources, information, and stories that celebrate the sense of place, the richness, and the strength of rural America.
